al-Qaeda Labels of Convenience?

Putin is trying to link al-Qaeda to the Chechen disaster - 10 years of fighting and thousands of dead. This is a flag of convenience. The fighting in Chechnya and the terror activity is the result of Civil War... and a move for independence that has been sought (I have now learned) for nearly two centuries. Why not let them go? Could it be the oil?
