Canada to keep North Free - of others.

In tomorrow's Throne Speech, the minority government of Paul Martin will unveil plans to establish Canada's sovereignty over the high North. One major issue of contention is Canada's claims over Arctic seaways - with the melting of the Polar Icesheet, the long sought Northwest Passage may be commercially viable. (although potentially an environmental disaster in the making)
